Folks,
We've received a proposal from DIL (Developments in Literacy) to fund the construction and first 3 years of operation of a school in the earthquake affected district of Mansehra. Here are the highlights:
- $102k budget, of which $50k will go towards school construction
- 150 students ramping up to 200 by Y2-3. Student-teacher ratio of 30:1
- 1 of 3 primary schools DIL is starting up in partnership with Agahi. Agahi is already running two other schools in the area on its own. The two DIL schools will be started in Showal Mazullah and Showal Maidan.
- 80% of govt schools in the area collapsed after the earthquake. TCF has announced it will also build 20 schools, but there's nothing concrete yet.
- Literacy rate is 10% for girls, 25% for boys in the area
- DIL has raised funding for the other two schools, and might be able to fund a portion of this one. They will take responsibility for funding them going forward.
Clearly, the total budget exceeds the funds in the ADP Earthquake Redevelopment Fund ($60-$70k). However, DIL is open to us funding pieces of the project (e.g. construction only). That said, I personally would prefer using the Redevelopment Funds towards a few different projects, not just one to diversify risk.
Please let me know if any chapter is interested in taking this on. You can discuss it in your meetings and communicate directly with Fiza Shah (the DIL chairperson). One thing we'll need to be careful about is to not raise their expectations and or ask for too much detail until we have a sense for whether this can get approved. The final decision here will be based on an ADP-wide vote, and we'll be choosing between various EQ proposals (e.g. EHD).
I am attaching the detailed budget, as well as a document that describes the DIL arrangement with Agahi.
Best,

Tarim,
Has there been any response to this? We discussed the proposal in the last Boston meeting and declined to adopt it for the following reasons:
-Total budget exceeds our experience in fundraising
-Unease with concentrated risk
-Preference for funding multiple projects with the EQ Redev funds
-Funding a component does not seem to add value in keeping with the ADP mission
-DIL is well positioned to receive funding from other sources
-Project is not a perfect match with ADP funding criteria, which would be required of a project on this scale
